Enables the radio to search its CPS-programmed list of Control Channels for a site with a stronger signal. This allows the radio the ability to roam-to and use a site that is not FNE (Fixed Network Equipment) defined as being adjacent to the radio's current home site, but does have an "Acceptable" or stronger signal.
